In https://ucsc-ci.com/databiosphere/toil/-/jobs/90571, the src/toil/test/utils/utilsTest.py::TestUtils::testGetStatusFailedCWLWF test failed for no apparent reason.

It also seems to be missing an f for the assertion string.
